Some of conflict can improve the system, and as a result develop the system. It is a Conflict theory. Karl Marx suggested conflict theory first.
Conflict theory appered in order to criticize Functional theory, Funational theory recognized the society have only agreement and balance without confrontation of opinions.
Conflicy theory emphasize the society is not complete system. And suppression and coercion keep the society. So conflict theory have a viewpoint each parts of society are conpetition relation rathet than co-operative relation.

Why is terrorism seen as such a danger, if so few people have been affected by it?
Even disease can cause many dead than terrorism. But disease is uncontrollable disastor.(if don't have medicine)Terrorism is a system error. We can control the system. System isn't an irresistible force. In other words, terrorism is improved by exertion.
And terrorism is kind of murder. Disease isn't someone's will. However terrorism is caused by terrorist's will.
I agree with your opinion. I would add, terrorism is frightening and the results are horrifying like a war. It can grow into a battle between nations. In addition, we don't know exactly the cause of terror because of complexity and shifting sands. Also, anyone is at risk of a potential terror target. Finally, the press reports widely on the terror even if one incident happens. So we perceive that terrorism is an exceptional accident and so dangerous.
